The Agency for Innovation and Modernisation of the Autonomous Region of Madeira, IP-RAM (AIM), develops projects that enhance the way citizens and businesses interact with public services, promoting efficiency, inclusion and proximity.

Established in 2022, AIM is committed to modernising, simplifying and transforming the Regional Public Administration. It invests in digital solutions and innovative service models to deliver faster, more accessible and user-centred public services.

Our mission is to promote innovation and modernisation across the public sector by developing solutions that simplify processes and place citizens and businesses at the centre of decision-making and service delivery. AIM seeks to ensure that every interaction with the Regional Public Administration is faster, more transparent and more accessible.

SIMplifica

Accessible digital services
Reduced bureaucracy
An improved citizen experience

SIMplifica is the digital public services platform of the Regional Government of Madeira, bringing together more than 70 online services for citizens and businesses through a single, centralised access point. The platform enables users to submit requests, make payments and access information online, integrating payment methods such as Multibanco, MBWay and credit card, as well as secure authentication via the Citizen Card or the Digital Mobile Key. A mobile application will also be made available shortly.

The platform offers services such as licence applications for recreational activities (climbing, 4x4, hiking, MTB, canyoning and camping), booking of sports facilities (padel, tennis and squash) and, for residents, the issuance of the Madeira Resident Card, which provides a direct discount under the Social Mobility Subsidy for travel between Madeira and Porto Santo. SIMplifica currently serves around 240,000 users and processes an annual transaction volume of 3 million euros.

The SIMplifica Contact Centre provides free support via telephone (800 299 090), WhatsApp, email and online chat, ensuring proximity and efficiency in service delivery.

Citizen’s Shop

Centralised assistance
Public services in one place
Fast and convenient service

The Madeira Citizen’s Shop is an in-person service centre that brings together, in a single location, services from several public entities, including Social Security, the Tax Authority, Vehicle Registration services, Passports and other public-interest services.

Located in Funchal (Avenida Arriaga, no. 42A), it facilitates access to Public Administration services by avoiding multiple trips and making service delivery simpler and more accessible.

Under the responsibility of AIM since 2023, the Citizen’s Shop provides in-person assistance and specialised support across a wide range of service areas. Opening hours are Monday to Friday from 08:30 to 19:30, and Saturdays from 08:30 to 13:30. It is closed on Sundays and public holidays.

The network also includes the Porto Santo Citizen Service Desk (PAC – Posto de Atendimento ao Cidadão), the various Citizen Spots (Espaços do Cidadão), and future mobile public service units that will operate throughout the Region, bringing public services closer to citizens.

With a spacious environment and personalised assistance, the Citizen’s Shop serves as the central point for handling, in a practical and single location, the main Regional and National Public Administration services.

Social Mobility Subsidy
Madeira – Porto Santo

The Madeira–Porto Santo Social Mobility Subsidy is available to all residents of Madeira and Porto Santo who travel between the two islands by sea or air. This support provides a fare discount, promoting territorial continuity and mitigating the effects of double insularity.

Through the SIMplifica portal, residents can apply for the Madeira Resident Card (valid for nine months and automatically renewed). This card enables an immediate discount, equivalent to the subsidy amount, at the time of purchase for both Porto Santo Line (Lobo Marinho) ferry services and Binter flights, through a fully digital process.

Since 2016, more than 160,000 residents have benefited from this support, with over 1.3 million travel requests submitted and more than 19 million euros in subsidies granted by the Regional Government of Madeira. This programme reflects the Region’s ongoing commitment to administrative modernisation, digital efficiency and the continuous improvement of mobility between Madeira and Porto Santo.

Island Student Mobility Programme

The Island Student Mobility Programme is a financial support programme for students with tax residence in Madeira or Porto Santo who are enrolled in higher education on the mainland or in other Autonomous Regions.

Designed to support young people studying outside the Region, the programme contributes towards air or sea mobility costs, facilitating their return home during academic breaks — periods of higher demand — while reducing the financial burden on families and promoting greater equity in access to education and mobility. Applications are submitted through travel agencies operating under a cooperation agreement with the Regional Government of Madeira.

Through the SIMplifica portal, students and families can access all relevant information, including the list of required documents, ensuring reduced bureaucracy, greater clarity throughout the process and faster responses.This programme reflects the Region’s commitment to territorial cohesion, administrative modernisation and inclusive mobility, contributing to the development of a more qualified, connected and future-ready generation.
